Interview with Teri Takai

When Teri Takai was Michigan’s CIO, she not only steered the state through a major IT consolidation, but she managed to win the Digital States Survey twice in the process. And she did this despite facing one of the worst economic situations of any state in the country. Now she is the CIO of California, working directly with Governor Schwarzenegger to run a state that has the world’s eighth largest economy... and a budget deficit to match. In this “fireside chat” with the Commonwealth’s Secretary of Technology Aneesh Chopra, Teri answers the questions that we all want to ask – from how she consistently manages to do the impossible to what it’s like working with Arnold.

Woody Norris, Inventor and Futurist

Woody Norris is a visionary. He looks into the future, gathers insights into how life could be improved, and applies what he finds to the problems of today. In the world of invention, only one in 2,000 patent applications actually issues as a patent, the rest are rejected. Yet Woody holds more than 50 U.S. patents and 300 around the world – and the number grows each year. He has won numerous awards including the prestigious $500,000 Lemelson-MIT Prize, which is the inventor’s equivalent to an Academy Award. He is perpetually in the midst of multiple wide-ranging projects, all of which involve technology. Early poverty and the lack of a college education were never barriers to Woody. He has always found ways to innovate by using technology to “do more with less”. In this fascinating keynote, he will describe why he is convinced that the future holds unimaginable wonders in store for us. His enthusiasm is infectious, and as he often says, “It’s a great time to be alive!”

Government isn’t a business, nor can it pretend to be. But it can think more like one by streamlining operations, understanding real costs, analyzing return on investment and making informed decisions. This session focuses on the tools and techniques IT leaders can use to successfully align strategic investments to public sector goals and objectives.

Intelligent Transportation

"We will not pave our way out of the current transportation challenge." Increasingly, community leaders are turning to IT to improve incident management, deliver real-time traffic intelligence, and modify commuter behavior through telework, HOT lanes and other innovations. This session will explore emerging opportunities for IT to address traffic congestion and inefficiency.

Governor's Technology Awards
Presented by Governor Timothy M. Kaine

Governor Timothy M. Kaine will present the Governor's Technology Awards to this year's winners at COVITS on September 8 in Williamsburg. Winning entries in eight categories will be announced and presented, including honorees from local government, higher education, state entities and telework practictioners. Following this awards ceremony, the Governor also will receive an award on behalf of the Commonwealth of Virginia, for its 2008 first place rank in the national Best of the Web contest. This prestigious award will be presented by Cathilea Robinett, Executive Director of the Center for Digital Government.

Situation Room: Data Breach

Modeled on the concept of the White House Situation Room, this session takes the audience through a data breach simulation. We have all heard numerous stories about nightmares faced by public and private organizations after the loss of sensitive information. The odds are against it happening to you, but what if it does? No one wants to be front page news – at least not in this way. It will never be possible to protect 100% of all data, but it is possible to set priorities and to be prepared… And to stay out of the headlines! This thought-provoking session focuses on how to prevent a data breach, how to react to a loss should it occur, and last but not at all least, how and when to disclose it.

Consolidation and Virtualization

Virtualization (server or desktop) reduces expenses and operating costs by consolidating multiple virtual operating systems, environments and applications onto fewer physical machines. More than a few government organizations have boasted about an extraordinarily fast payback on implementation costs, but it must be properly planned and executed or performance can fall short of expectations. This session discusses the benefits, tools and cost-saving strategies for a successful initiative.

Collaboration is in. Silos are out. That’s why the Harvard School of Government has called shared services “the next frontier”. Numerous studies have shown that moving to a shared services model drives significant cost reductions while at the same time improves the quality of government services. This session examines possibilities, opportunities and technologies for using shared services to achieve strategic goals.

Life after Social Security Numbers

For decades, social security numbers have served as the primary identifier for U.S. citizens, but that is changing. The Government Data Collection and Dissemination Practices Act (GDCDPA) introduces significant requirements and restrictions on the collection of personal information, particularly social security numbers. This session discusses the implications of GDCDPA on identity management and its impact on government organizations.

Health information technology is at the heart of the drive to improve the quality and cost of healthcare, and the Commonwealth's Health IT strategy continues to achieve national acclaim. The “cloud” is a computing or storage environment in which tasks are assigned to a combination of connections, software and services accessed over a network or the Internet. There are definite advantages to this approach, but security and continuity can be weak points if not properly addressed. This session takes a look at some of the policies and practices that make it possible to safely operate in the cloud.

Portfolio Management

After a decade of demonstrating the value of online service delivery on a limited basis, governments must now make decisions about delivering value on a much wider scale. The transformation requires a rebalancing of the public sector IT portfolio to focus on the four new imperatives to be robust, nimble, cheap and lasting. Drawing on the lessons from the previous decade, this session addresses sustained delivery through innovation, cost control, collaboration, security, and most importantly, leadership.

The Commonwealth's PPEA (Public-Private Education & Infrastructure) statute now allows for innovative partnerships on a broader set of productivity-generating investments. The Governor's Productivity Investment Fund rewards high-expectation ideas to transform government operations. This session offers a spirited discussion on how to successfully capitalize the game-changing investments that might not otherwise survive a budget process.

Technology opens the door to new possibilities in education, and the Governor's policy to shift focus from competence to excellence includes a number of IT-related challenges, not the least of which is the necessity to raise results in the face of limited resources. This session focuses on the latest strategies to properly leverage technology as a cost saver and educational tool.

Broadband Roundtable – Final Report

Led by former Governor Mark Warner and Secretary of Technology Aneesh Chopra

Affordable last mile broadband infrastructure remains a priority for the Commonwealth and the nation. The Commonwealth's Broadband Roundtable is a distinguished group of academics, telecom industry leaders, local and state government officials and interested citizens. It has been working since 2007 to develop a compendium of resources that will help communities reduce the cost and duration of last mile broadband deployment. This is the final meeting of the Roundtable, and its members will share lessons learned, discuss findings, debut online resources and forecast what lies ahead for the Commonwealth's broadband initiatives.
